Delaware was operating at a reduced level late Wednesday, said its assistant general manager, Ovi Marginean. He declined to comment on the labor issue, but sources said staffers walked out because they hadn’t been paid for some time. Bice is part of a global chain owned by Roberto Ruggeri and son Raffaeli.
