    Before the Voyager missions to the outer solar system, there was another, earlier Voyager proposal billed as a precursor to manned Mars missions in the 1970s and 1980s. In January 1967, NASA began a campaign to sell congress on Voyager -- just as the Apollo 1 fire left legislators in no mood to discuss NASA's future. In his latest Beyond Apollo post, space historian David S. F. Portree describes the Voyager that never was.
